Boom Beach is an open ended game so you should play it in the manner that gives you the most enjoyment.That being said, if your goal is to progress as quickly as possible through the game, you will be able to do so more effectively if you upgrade HQ as soon as you are eligible and focus on your offensive upgrades over defense. Never let your offense fall behind and never worry about if your defense is falling behind.That being said, don't totally neglect your defense. If your choice is between idling your builder or performing cheap defense upgrades, do the defense upgrade or you are going to be hating life right around HQ 18. You should not.

At your Hq, you can if you want to. It won't really penalize you. Later on, if you persist in doing so, you will get penalized. You will progress more slowly, and you are likely to push your VP up too high while you raid for the bigger buildings.

That matches you against tougher players. Up to a point, you can defeat people several hq levels higher, depending on your skill, but only up to a point.

You don't want to reach that point.You benefit much more by focusing your upgrades: armory, sculptor, gunboat, one or two troops you are good at. Then upgrade HQ. If you must play balanced, you can upgrade some key defenses. But note: the game does not reward balanced play, for better or worse. A lot of people don't play very much, and you will notice that there are a lot of turtles with high Xp (and high defenses) but low VP.

Increasingly, there's pressure to either go all offense or join the turtles. If you play balanced, you can wind up in a situation where your defense can't stop anyone reliably, but your offense also won't let you raid anyone. Avoid this at all costs.
